1. Use and Ownership
The VCUCard is issued to you as part of the privilege you are entitled
to as a member of the Virginia Commonwealth University and Health System
community under the following terms and conditions of use. Each
individual card user is responsible for their knowledge of the terms,
conditions, and policies of the VCUCard Office. Use of the VCUCard by
the card holder signifies agreement with all VCUCard terms, conditions
and policies. This policy is updated periodically and is available
at www.vcucard.com. Please read all terms as these constitute legal obligations
between you and the University. You must have an official picture ID to
obtain a VCUCard.
Although the card is the property of Virginia Commonwealth University
and VCU Health System, it is entrusted to you for your convenience while
at the University. No account should be accessed by anyone other than
the cardholder. Only the person pictured on the VCUCard is entitled to
spend money from their RamBucks debit account. Unauthorized use, alteration
or duplication for fraudulent use warrants confiscation and/or disciplinary
action.
The VCUCard is the property of Virginia Commonwealth University and must
be surrendered upon demand or when the relationship for which the card
was issued is no longer in effect.
It is against VCUCard policy to give out your VCUCard numbers to anyone
including the card holder. If you do not have your VCUCard with you, you
are required to purchase a new card from the VCUCard office for a $15
fee (replacement fee for VCUHS dual role cards will be $20.00). For security
reasons you will be issued a new card number and your old card number
will be deleted and cannot be reactivated under any circumstances.
2. Lost, Damaged and Stolen Cards
The cardholder is responsible for maintaining a valid VCUCard that is
in proper working condition. A replacement fee of $15.00 will be charged
for lost, stolen, misplaced or abused cards. Abused cards consist of,
but are not limited to: cards that have been marked on or bent, contain
hole punches, have had their stripe scratched, have been used to pry open
or scrape objects, or have had stickers adhered to them. The replacement
fee for VCUHS dual role cards will be $20.00. This fee is nonrefundable
even if your old card is found. If an old card is recovered it is invalid
and should be turned into the VCUCard Office to be properly disposed of.
A defective or heavily worn VCUCard will be replaced at no charge upon
turning in your current VCUCard.
If your VCUCard is lost or stolen, you must notify the VCUCard Office
in order to suspend privileges. This can be done online through the Online
Card Office at www.vcucard.com or in person at any VCUCard office.

Until such notice has been received, you will be responsible for all
use of your VCUCard, whether or not such use is authorized by you. Upon
issuance of a replacement card, any remaining RamBucks account balances
will be transferred to your new card. Vending account balances cannot
be transferred if your VCUCard has been lost or stolen. If your VCUCard
is replaced due to theft or loss, the old card number will be deactivated
and cannot be reactivated should you find it at a later date.
3. RamBucks Function
You may use your VCUCard as a declining debit (RamBucks) card where accepted,
provided funds are available in your account. The VCUCard is a debit card
only and does not provide credit arrangements. The RamBucks debit account
is not a bank account and does not allow for ATM type withdrawals.
You are responsible for use of the VCUCard in accordance with instructions
at each location where RamBucks is accepted. Debits or negative balances
resulting from your failure to properly utilize the VCUCard are your responsibility
as the cardholder. Under no circumstances may alcoholic beverages or tobacco
products be purchased with your RamBucks account. The University is not
responsible for any loss or inconvenience to you or to others arising
as a result of lack of funds in your RamBucks account. You can obtain
your current account balance by visiting the Online Card Office at www.vcucard.com.
4. Vending Function
You may use the Vending account on your VCUCard for on-campus laundry
provided funds are available in your account.
You are responsible for use of the VCUCard in accordance with instructions
at each location where the Vending account is accepted. Debits or negative
balances resulting from your failure to properly utilize the VCUCard are
your responsibility as the cardholder. The University is not responsible
for any loss or inconvenience to you or to others arising as a result
of lack of funds in your Vending account.
5. Refunds
The University will not debit your accounts other than in accordance with
transactions authorized through the use of your VCUCard or as permitted
under these terms. Statements of RamBucks account can be obtained at any
VCUCard Office.
Refunds on RamBucks and Vending accounts are subject to the restrictions
applicable on those accounts. Refunds are given only to the cardholder.
A Refund Request Form must be submitted to the VCUCard Office. A $5.00
processing fee will be deducted from the account balance prior to a refund
unless the individual is graduating or separating from the VCU or VCU
Health System. Refunds over $20 require the refund check be mailed to
your address and will take 4-6 weeks to process.
6. Usage
VCU and the VCUCard Office has the right not to accept or honor your VCUCard
RamBucks or Vending account at any of the participating establishments
under, but not limited to, the following circumstances:
- There are insufficient funds in your account at the time the purchase
is requested.
- The equipment being used by the merchant or office initiating the
transaction is not functioning correctly at the time the transaction
is attempted.
- Your account has been temporarily or permanently suspended due to
violations(s) of this agreement.
- Your VCUCard has been reported as lost.
7. Improper Use of your VCUCard
The cardholder shall be subject to disciplinary and/or criminal or civil
action for:
- Any use of or attempted use of the VCUCard for purposes other than
that intended.
- Any use of or attempted use of the VCUCard by any individual other
than the cardholder.
- Permitting the VCUCard issued to him/her to be used by another individual.
- Failure to fully and truthfully report the circumstances pertaining
to a lost, stolen or damaged VCUCard.
- Failure to appear and truthfully and fully testify at any criminal
or disciplinary action resulting from the report of a lost or stolen VCUCard.
8. Error Resolution Procedure
Any requests for adjustments must be made in writing to the VCUCard Office
within 30 days of the transaction date. Requests for adjustments to accounts
must be accompanied by sufficient documentation (receipts, cancelled checks,
etc.) to allow for research and resolution.
9. Digital Photograph
Your digital photograph will be printed on the front of your VCUCard and
will be stored in our database. A new picture will be taken only if there
has been a significant change in one's appearance.
Your VCUCard image is considered part of your official record at the
University and may be shared with other VCU departments for administrative
purposes.
10. Changes to Terms
Future changes in terms and conditions regulating use of this card will
apply to all cards in circulation and use at that time and will supersede
the terms and conditions in effect at the time the card was acquired.
The University reserves the right to change any of the aforementioned
policies without notice. These terms are available at www.vcucard.com
11. Privacy Policy
Your account and personal information will be kept strictly confidential
as per the Family Educational Rights and Privacy Act. Outside parties
will not be privileged to information about you, your account, or the
purchases you make without your express consent unless such disclosure
is in compliance with a court order or government legislation.
12. Acceptance of Agreement
Each individual card user is responsible for their knowledge of the terms,
conditions, and policies of the VCUCard Office. Use of the VCUCard
by the card holder signifies agreement with all VCUCard terms, conditions
and policies. By initiating deposits and transactions on your
VCUCard RamBucks account you have agreed to the terms and conditions of
the agreement as set forth in this document.
13. Wachovia Account
VCUCard is not responsible for any transactions connected to the use of
your VCUCard as an ATM card for a Wachovia account. Using the VCUCard
as a Wachovia ATM card is at the sole discretion of the VCUCard cardholder.
